IMPORTANT NOTICE FOR ALL PULLING EVENTS
To keep Massachusetts in line with other New England States and to alleviate some of the strong criticism of individuals and groups opposed to pulling events within our State.
Standard pulling rules and regulations have been revised and will be enforced by the Massachusetts Fairs Association Committee for Drawing Rules and Regulations.
No alcohol allowed on the fairgrounds. Anyone who is caught with alcohol on the grounds will be removed from the grounds and banned from participating in next years fair.
ALL HORSES ARE SUBJECT TO RANDOM DRUG TESTING.
Tractor Pull Safety Rules
for Cheshire, Worcester County and Spencer Fairs

Absolutely NO DRUGS OR ALCOHOLIC BEVERAGES allowed in the pit and pulling area. If any driver or crewmember is caught with drugs or alcohol, the crew, driver and tractor WILL BE SUSPENDED.

All tractors must pass safety inspection and will be tagged/marked “SAFE” at time of weigh-in. If your tractor fails, you will not be able to pull.

Driver must not have more than 2 helpers in safety area. First offense will result in a warning; second offense will result in disqualification.

Wheelie Bars are mandatory. They:

Must support weight of fully dressed tractor

May not be attached to the pulling frame

Must not allow front tires to raise more than THREE FEET from a level surface

Any loss of weights or parts while hitched will result in a lost attempt and the boat pulled back to the starting position.

Operator must stay in seat and in complete control of the tractor while in motion. Any failure to comply will result in a warning for first offense: disqualification for second offense.

At no point shall a driver or helper make contact with the tires while the tractor is on the slab.

The tractor must be at a complete stop before the driver or helpers are allowed to make contact with the slab, tractor, any attached parts or weights. First offense will be a warning: second offense will be a disqualification.

Each attempt will be made from a tight chain. Any snapping of the chain will result in a warning for first offense, a lost attempt and the boat to be pulled back to the starting position. Second offense will result in disqualification.

Any pull official has the authority to halt pull at any point.

RULES

Spencer Agricultural Association assumes no responsibility for loss, theft, and/or injury.
-
Driver must be at least 16 years old.
-
Only one driver may drive the same tractor in the same contest.
-
Agricultural four-wheel-drive tractors allowed with front end disengaged.
-
Tractors weight brackets shall not exceed 6 ½ ft. across total; 3 ft. from front of tractor.
-
Tractors must leave tires in field rotation.
-
Weight of tractor to include driver.
-
In all classes, each contestant will be allowed 4 minutes for his three hitches; time starts when rear wheels touch slab; 19,000 lb. class will be allowed 5 minutes.
-
Each contestant will be limited to three hitches. If time has expires, the tractor must be hooked and in forward motion to have the hitch be measured.
-
A complete pull is a 6-foot steady movement of the load in a single hitch. No excessive wheel hopping.
-
Each tractor will be allowed 2 assistants; 3 assistants are allowed in the 14,000 lbs. class and higher. If an assistant steps off the pad, he may be replaced by another assistant and can only come back if the replacement exits the 10 ft. buffer zone.

No tractors will be allowed to sweep, cover, or spray tires.

Each tractor will supply its own clevis.

All classes will hook to a 6 ½ ft. chain.

Chain must be hooked to the end of a safe draw bar, positioned not to exceed 21 inches in height for all classes except the top two classes which are not to exceed 22 inches in height to the top of the pulling point; with no other pressure point when chain is tight.

Driver can demand his load be pulled back. After a 2 ft. pull, the boat will be pulled back to starting position.
-
Tractor must keep all wheels in perimeter of slab at all times, even during hitching. If a wheel goes off the slab during a pull, it will be counted as a hitch but not measured, and the boat will be pulled back to the starting position.

Winning tractor of each class will be weighed at completion of that class. If overweight, it will be disqualified.
-
Your number for pulling position in the next class must be drawn before the previous class ends or you will forfeit your pull in the next class.
-
Tractors will only be able to enter into a maximum of 2 weight classes for the day; only if they are ready to pull in their drawn position of second round. If there is a tie for first place, in the 12,000 lb. class and higher, there will be a one (1) hitch pull-off in the same order originally pulled.

No weights will be moved manually while the tractor is in motion.
-
No weights will be moved after the pulling point has been measured. The pulling point shall be measured EVERY TIME prior to a hitch, beginning with the 9,000 lb. class and higher.

No loose or fixed weights will be allowed in drivers’ compartment to interfere with proper operation of tractor.

All decisions will be left to the discretion of the Superintendent. ANY PULL OFFICIAL has authority to halt contest at any time.

RULES
-
Each tractor must appear factory stock. (Except class D)
-
Only one driver may drive tractor in the same contest
-
Driver must be 16 years of age or older to enter.
-
Each tractor will be allowed three minutes or three tries
-
No implements, chains, cleats, tracks, etc. allowed
-
Tractor must be weighed for each class including driver. Tires may be loaded. All weight added must be securely attached to wheels or frame. All brackets to be attached in a safe manner not to interfere with driver or hitching.
-
Front weights must not exceed 18” forward of the front most position of the tractor including weights.
-
Bolt must be hooked off a safe draw bar using a clevis not to exceed height of 9” for all classes. Hitches will be measured to the pulling point on clevis where the hook sits. (for clevises and rings that drop down, hitch will be measured at the center of pining spot of ring or clevis.
-
Tractor must have wheelie bar or bars able to support tractor in class it is entered and must not allow front axle to raise more than 14” or tractor will be disqualified.
-
Open class of 1800 pounds and under must have an unmodified factory frame (frame only, not including rear axle) no longer than 6.5 feet from the center of rear axle to the farthest most point including weights. Tractor must not have more than four cylinders combined and must have 4 wheels. 4-wheel drive must be disengaged if present. Must have wheelie bars able to support tractor and follow all other safety rules in Lawn & Garden. Pull officials will inspect tractors for safe operations. Authorization to pull will be made by pull officials.

Driver must stay in seat of tractor (NO BOUNCING or rocking). First offense is a warning, second is disqualification.

No locking rear axles or four-wheel drives must be disconnected (except Class D)
-
A full pull of 6’ to be done in one pull of a continuous movement. If bolt stops for more than 3 seconds it will be counted as a try.
-
The bolt must be set back if it is pulled more than 12 inches. The driver can request bolt pulled back at any time.
-
All rear tires will remain on slab for the entire time. If the point of the tire that touches the slab goes off edge of slab it will be counted as a try but not measured.
-
Top three tractors are subject to reweigh.

Copy of rules will be made available at pulling area.

ALL DECISIONS ARE FINAL THAT ARE MADE BY SUPERINTENDENT OR PULL OFFICIAL. SLIGHT MODIFICATIONS OF RULES MAY BE MADE BY SUPERINTENDENT OR PULL OFFICIALS AT ANY TIME IN THE EVENT OF CONFLICT AND/OR LOCAL OR PAD CONDITIONS. THERE ARE NO EXCEPTIONS TO THIS RULE.
